A question to clarify. When you say that people have films that have had 'some sort of domestic distribution but just haven’t been able to crack international for love or money', do you mean that they got theatrical domestically and could not do so internationally? Or....? TIA

They get VOD distribution domestically but not much in the way of international sales

That's interesting because (and I admit I don't know much about distribution), when Christopher and I got VOD, it came as a 'package'; that is, not that we're making big bucks, but once certain organizations/platforms took the film, we were world wide. What might stop a film from getting foreign? The current 'tsunami' of material?

yes exactly! the market is flooded and international VOD platforms don't need as much content as before so can afford to raise the bar or else just license in volume from sales agents for pennies.
